The Kuskokwim Corporation’s (TKC) Board of Directors is made up of 12 members dedicated to acting in the best interest of our Shareholders in order to provide dividends while applying our purpose, vision, core values and commitments in every decision made. The Board of Directors continuously reflects on past paths followed, and considers possible directions for TKC to establish the right steps toward the future. Through their careful planning, we are able to keep providing for our Shareholders. Additionally, the Board of Directors always respects the ancestral way- working together and helping one another in order to serve TKC’s Shareholders.

Dunia J. Morgan, Chairman, Seat L
Dunia Morgan is a lifelong resident of Kalskag, Alaska. She is the daughter of the late Dunia Kameroff Holmberg and Fred Holmberg, Sr. She has been married to Kenny Morgan Sr. for 44 years. Together they have 7 kids–Rodney, Jenae, Ken Jr., Chad, and Shaun Morgan and later adopted Josephine M Nook and Shaydene Morgan.
She graduated from George Morgan Sr. High School in 1982. In 1985, she began her professional career as City Administrator for the City of Kalskag, serving in that role until 1990. In 1986, she and her husband established and operated Video Village Center, which they managed until 1999. That same year, they founded Morgan Fuel Service, which they continue to operate today.
From 1997 to the present, Dunia has maintained a foster care provider license, supporting families and youth in her community. She worked as a store manager for ANICA from 1999 to 2002, followed by service as a VISTA Volunteer from 2002 to 2003 and an AmeriCorps Volunteer from 2003 to 2004. She then worked for the Native Village of Kalskag as IGAP Assistant Coordinator from 2005 to 2007.
In addition to her professional work, Dunia has held numerous leadership roles. She has served as both a council member and Mayor for the City of Kalskag, as well as a council member and Tribal President for the Native Village of Kalskag. She also served as a delegate for the Alaska Village Electric Cooperative (AVEC) from 2001 to 2006.
Dunia furthered her education through the Rural Human Services (RHS) Program from 2006 to 2008. She later earned her Bachelor of Arts in Social Work in 2015 through the University of Alaska Fairbanks (UAF) Distance eLearning Program.
Dunia has been a TKC Board member since 2003. She is related to TKC Board members Jeff Nelson, first cousin; Kenny A. Morgan Sr., spouse.

Marce Ann Simeon, Vice Chairman, Seat K
Marce Ann Simeon resides in Glennallen, Alaska, with her husband, Jon Simeon. She is the daughter of the late Angela Simeon and the granddaughter of the late Anna Gregory. Marce was born in Crooked Creek and raised in Aniak, where she graduated from Aniak High School in 1998.
Marce attended the University of Alaska Anchorage (UAA), earning an Associate of Arts degree in 2008. She is currently a senior at UAA and will graduate in May 2026 with a Bachelor of Science in Applied Technologies Leadership and a minor in Alaska Native Business Management. She maintains a strong academic standing with a 3.45 GPA and has completed extensive coursework in leadership development, project management, professional ethics, financial management, organizational communication, and intercultural leadership. Her academic focus emphasizes Alaska Native corporation governance, business management, and the advancement of Alaska Native organizations.
Her program of study includes applied leadership for technicians, project design and implementation, human factors and safety, workplace and intercultural communication, and a capstone project focused on applied leadership practice. Through her minor in Alaska Native Business Management, she has studied Alaska Native organizations, Alaska Native corporation leadership, and Alaska Native perspectives, strengthening her knowledge of ANCSA governance and shareholder-focused business practices.
Marce has dedicated more than 20 years to serving Tribal governments and Alaska Native communities. Since May 2020, she has served as the Tribal Administrator for the Native Village of Tazlina, providing leadership in tribal operations, governance, strategic planning, and financial management. Prior to this role, she worked for many years with the Native Village of Tazlina as the Indian Child Welfare Act Coordinator and Finance Manager.
She has completed extensive training in tribal leadership, self-governance, and organizational capacity building. Marce also served as a Board Member for the Copper River School District from 2013 to 2018.
Marce has extensive experience in Alaska Native Claims Settlement Act (ANCSA) governance and Alaska Native Corporation leadership. She has served on the Board of Directors for TKC for nearly two decades.

Harvey Hoffman II, Secretary, Seat C
Harvey G. Hoffman II (“Tugkar”) resides in Anchorage, Alaska and was raised in Aniak, Alaska. He is the son of Mary Hoffman and the late Harvey Hoffman.
Harvey graduated from Aniak Jr./Sr. High School in 2009 and studied at the University of Alaska Anchorage (UAA) and Alaska Pacific University (APU). He earned a Certificate in Tribal Governance in December 2021 and is currently pursuing a bachelor’s degree in Rural Development at UAF.
Harvey works as a Human Resources Generalist at Southcentral Foundation, an Alaska Native–owned nonprofit healthcare organization. After completing the Administrative Support Training Program in 2022, he advanced from the Corporate Office Front Desk to Human Resources Assistant and transitioned into his current role in September 2023.
Previously, Harvey worked for the Village of Aniak (Aniak Traditional Council) as an IGAP Assistant from 2015 to 2022. Prior to that, he served as Solid Waste Coordinator for the Kuskokwim River Watershed Council from 2014 to 2015.
Harvey has many years of experience in community leadership. He volunteered as a co-ed high school volleyball coach for seven seasons and served on the Kuspuk School District Board of Education from 2015 to 2021, including two years as Board President. During his time on the board, he contributed to policy, budget, construction, negotiations, and student handbook committees.

Roxanne R. Evan, Seat A
Roxanne Evan resides in Anchorage, Alaska. She lived nearly all her life in the Kuskokwim region, having lived in Aniak for more than 30 years. She graduated from Aniak High School in 1997 and attended Northwestern State University of Louisiana from 1999 to 2000. During the late 1990s and early 2000s, she earned Emergency Medical Technician (EMT I, II, and III) certifications in the State of Alaska.
Roxanne began her career with the State of Alaska Division of Forestry in 2015 as a wildland firefighter and helicopter crew member based in McGrath, supporting initial attack operations throughout the region. In 2018, she graduated from the Advanced Wildland Fire Academy. From 2018 to 2020, she worked for Knik Construction as an airport flagger and truck driver.
In addition to her field experience, Roxanne brings extensive administrative and financial management expertise, having spent nearly ten years with Bush-Tell, Inc. where she managed payroll, accounts receivable and payable, regulatory reporting, and daily operations.
In 2022, Roxanne earned her Class A Commercial Driver’s License after completing the NIT Commercial Driving School program. She then served as Aniak Airport Foreman and Equipment Operator for the State of Alaska Department of Transportation from 2023 to 2024.
In 2024, Roxanne founded Kusko Logistics & Expediting, a family-operated business providing logistics, freight coordination, and expediting services throughout Alaska.
Roxanne has a strong record of governance and community leadership. She served six years on the Aniak City Council, including several years as Secretary, one year on the KYUK Board of Directors, and as an appointed member of the Aniak Tribal Council. She has also supported community initiatives by organizing the Aniak 150 Sled Dog Race and volunteering for many years at the Kuskokwim 300 checkpoint in Aniak.
Roxanne’s extensive firsthand knowledge of the Kuskokwim region, gained through years of travel by foot, river, and aircraft, strengthens her understanding of its communities and reinforces her commitment to serving its people.

Brenda Pacarro, Seat B
Brenda is the granddaughter of Auntie Mary Nicoli of Aniak, Alice (Waskey) & George Lee from Aniak, Mary (Takumjenak) & George Morgan, Sr. from Kalskag and Ohagamiut, and the daughter of Darlene and Herman Morgan. Brenda is Yup’ik and Athabascan. Her Yup’ik name, Cangnatuq, is after her paternal Grandmother, Mary Takumjenak, and means “a person who works hard to achieve their goals.” She is a grateful Class B Shareholder married to her Native Hawaiian husband, Shaun. Together, they enjoy living a subsistence lifestyle with their family, honoring Alaska’s ancestral lands.
Brenda attended Mt. Edgecumbe High School in Sitka from 1993 to 1994 and graduated from Aniak High School in 1995. In 2020, she graduated with honors and earned her bachelor’s degree in business from Wayland Baptist University. In 2015, she graduated from the Alaska Native Executive Leadership Program (ANELP) at the Alaska Pacific University, where she received nine master’s degree credits, including Federal Government Contracting, Strategic Development and Implementation, Metric Monitoring, and How to Work Effectively with Boards.
Brenda continues her life’s work for Indigenous people professionally and culturally. She currently serves as a Human Resources Business Partner – Training and Shareholder Development at Donlin Gold, supporting workforce development and career-pathway initiatives for the region. She was the Shareholder and Descendant Programs Manager at Cook Inlet Region, Inc. from 2024 to 2026, and the Workforce and Shareholder Development Manager at Calista Corporation from 2010 to 2024.
She worked at TKC from 2006 to 2008, most recently as an Executive Administrator, where she prepared SBA 8(a) annual reports, managed Shareholder records, and reconciled accounts before issuing stock. Brenda has been a TKC board member since 2016. She has no immediate family members on the TKC Board.

Darren Morgan Deacon, Seat D
Darren is originally from Upper Kalskag where he graduated from George Morgan Sr High School in 1997. He is the son of Fred and Betty Turner from Kalskag, he has two kids, Veronica and Rodney who are his little adventure buddies. Darren’s Grandparents are the late Geroge Morgan Sr, Theresa Nook and Mary Takumjenak from Kalskag, Harry and Lucy Turner from Holy Cross, and Henry and Dolly Deacon from Grayling.
Darren has been employed at AT&T Alascom since February of 2019 as an installation technician. Darren worked for AVCP with the workforce development from 2017-2019. He also worked for Bush-Tell, Inc. from 1998-2017 as a phone guy. Darren has attended several trainings in 2001 he attended the Redcom telecom training and received his certificate in communications training. In 2019 he attended the Learn to Return survival and received his air land and sea survival training certificate. Darren also attended the Learn to Return tower in 2019 and 2022 and got his certificate in tower climbing and rescue training.

Kenny A. Morgan Sr., Seat E
Kenny Morgan resides in Kalskag. He has been married to Dunia Morgan for 44 years. He graduated from George Morgan Sr. High School in 1980. Kenny is the owner/operator for Morgan’s Fuel since 1982 to present. He continues to work for AVCP housing as needed from 2015-present. Prior to that he has worked for the Alaska Native Tribal Health Consortium (ANTHC) from August 2015 to 2021 as a commercial truck driver and heavy equipment operator. From 1998-2013, he worked for the City of Kalskag as a Heavy Equipment Operator. In 1983 he attended CDL training in St. Mary’s. In 1983 he also attended Aero Tech Flight School where he then received his commercial pilot license in 1984. After attaining a commercial pilot license, Kenny worked as a Commercial Pilot for Camai Air from 1984-1986, Harold’s Air from 1986-1990, and Mark Air Express from 1990-1996. Kenny was the vice president for the Upper Kalskag Tribe from 2019-2022. He served as a director on the Kuspuk School Board from 1995-2012 and a member and mayor for the City of Kalskag from 1990-1993. He served as a Kuspuk School Board member for 16 years. Kenny is related to TKC Board members: Dunia Morgan, spouse; Brenda Pacarro, niece; and Darren Deacon, nephew.

Teresa M. Simeon-Hunter, Seat F
Teresa Simeon-Hunter graduated from Crow Village Sam School. Oldest Daughter of Lucy A. Simeon and late Arnold Philip Simeon Sr. She has been married to William J. Hunter for 35 years. Together they have 4 children and 7 grandchildren.
Teresa is currently employed with Chuathbaluk Traditional Council as the Tribal Victims Services Program with Office of Victims Crimes since September 24, 2024, to present. Teresa worked with AVCP Inc. as a Community Family Service specialist w/ Tribal Child welfare Dept from February 2015 to October 2023. Teresa also worked for Rural Cap with the Birch Program working with youth from 2014-2015 and from 2012-2013 she worked for YKHC Behavioral Health as a Case Manager. Teresa has attended the Purpose of Advocacy Curriculum and 40-hour training with Alaska Native Women’s Resource Center in November 2024. She attended MS Excel and MS word2016 Essential Training in 2023 and the 229 Indian Child Welfare Act II in 2021. Teresa attended Alaska commission for Behavioral Health Certification for CDC Level 1 from August 2013 to August 2015.
She has no immediate family members of the TKC Board.

Kimberly Gregory, Seat G
Kimberly Gregory resides in Anchorage, Alaska. She graduated from Aniak High School in May 2002 and attended UAA from 2025 to 2026. Kimberly worked for Kuukpik Corporation for 11 years from March of 2012 to February 2023 as an Executive Administrative Assistant.
Over the past five years, Kimberly has been actively developing both personally and professionally took some paralegal courses, which has strengthened her understanding of legal processes and the structure of the government.
Kimberly also has gained hands-on experience with grass weaving and through her work in beading and sewing, where she’s developed skills in time management, budgeting, and customer service.
Kimberly attended the Stone Soup Group Parent Conference, focused on empowering and supporting families of children with special needs while meeting people with resources to help families. Additionally, she completed Arrigah House training through Southcentral Foundation, where she gained understanding of complex trauma, including Adverse Childhood Experiences (ACEs), domestic violence, and intergenerational trauma, and the importance of healing through connection and support.
In addition, Kimberly volunteers at her church working with children with special needs. This experience has strengthened her patience, understanding, and ability to support individuals with diverse needs in a caring and respectful way. Most importantly, she has been focusing her life around Jesus Christ, which has guided her to grow in integrity, discipline, compassion, and service to others. This foundation influences how she makes decisions, how she treats people, and how she approaches responsibility and leadership.

Daisy M. Phillips, Seat H
Daisy Phillips graduated from Aniak High School in 1997. She is married to Calvin Phillips. Together, they are blessed with five children: Byron Phillips, Cally Phillips, Caleb Phillips, Cyra Phillips, and Calvina Phillips. Our family has grown to include five grandchildren: Scarlett Pauken, Pauline Bobby, Waylon Pavilla, Shinna Byrd, Bailey Bobby, and we look forward to welcoming Baby Girl Bobby in April 2026.
Throughout her childhood, Daisy was blessed to have two Dads who provided unwavering love and encouragement, nurturing her aspirations and supporting her in pursuing her dreams. Daisy’s mother is Annie Morgan, and late father, known as (Futdo) Harry Morgan Sr., played a significant role in shaping her values and ambitions.
On her maternal side, She is the granddaughter of the late Oscar and Olinka Sakar, her gram lived in Crooked Creek and Aniak, Alaska. Her gram’s legacy and influence have been a guiding force in her life. From her paternal side, her grandparents are Carl and Nancy Morgan, whose roots are in Aniak. Their support and wisdom have also been instrumental in her journey.
Additionally, her biological dad was the late Thomas Heckman Jr. of Pilot Station. Daisy’s paternal grandparents on his side were the late Thomas and Martina Heckman, who resided in Pilot Station as well. The combined heritage from both sides of her family has provided her with a strong sense of identity and community, shaping the person she is today.
Daisy attended Alaska Career College October 2010 until March 2011, where she earned an Associates of Applied Science degree in Office & Computer Technology. Daisy is currently employed at the Aniak Traditional Council as the Finance Director where she is responsible for maintaining grant contract files, accounts payables and accounts receivable, as well as payroll.

Jeff Nelson, Seat I
Jeff Nelson graduated from Mt. Edgecumbe in 1981. Jeff is currently working for NANA Regional Corporation as a Land and Resources Manager in the position as Director of Lands, a position he has held since June 2000 to present.
He attended the University of Alaska Fairbanks from 1982 to 1986. He now holds a Bachelor of Arts Degree with a major in Rural Development and a minor in Local Government Administration. Jeffrey has attended various training courses authorized by NANA Regional Corporation. He worked for TKC as the land resource manager from 1994 to 2000.
Jeff is related to TKC Board Member Dunia Morgan, first cousin.

Rebecca Wilmarth, Seat J
Rebecca Wilmarth is from Red Devil, Alaska. Her parents are Shirley Vanderpool and the late Richard Wilmarth. She currently serves on Seat J on the Board of Directors of The Kuskokwim Corporation, having been elected in 2024.
Rebecca has been employed with Donlin Gold since 2019, where she works in Community Relations to support engagement with communities across the Yukon-Kuskokwim region. She is also the owner and operator of Mid Kusko Marine, a fuel services business based in Red Devil.
She holds a bachelor’s degree in Rural Development from the University of Alaska Fairbanks and is currently pursuing her Private Pilot License through Blue River Aviation in Palmer, Alaska.
Rebecca has served in multiple regional and local leadership roles, including as a committee member for the Central Kuskokwim Regional Advisory Council and the Western Interior Regional Advisory Council. She has also previously served on the Georgetown Tribal Council. Rebecca and her family split their time between Red Devil and Palmer.
